4. The anchor

A concrete balcony means core drilling and the right anchors for the slab. A wood deck means blocking underneath, because a lag into a single joist is not a guard. Base shoe, spigots or posts, and what they are bolted into, is the job. A quote that does not say what the railing is anchored into is not a quote yet.
